Our April meeting had a great presentation by Ernest Lungaro, Director of Humane Law Enforcement for the SPCA of Westchester.
The SPCA of Westchester’s Humane Law Enforcement Officers are certified NYS Peace Officers given “full Police power” through the NYS Criminal Procedure Law and Agriculture and Markets Law. These officers are empowered to enforce all the laws of New York State and specifically those relating to animal cruelty.

Ernie explained a lot about the job they are tasked with, responding to reports of animal cruelty throughout Westchester County. His presentation tugged at the heart showing much of the mistreatment dogs and other animals receive. The good news is that many of the animals can be rehabilitated and placed in good homes.

Some of the cases come from dogs used for fighting, but many others are just from neglect and abuse.
